Nanaimo Homeowners May Be Eligible for Up to $15,000 in Zero-Interest Financing for Home Upgrades

If you’ve been thinking about upgrading the energy efficiency of your Nanaimo home, there’s a local financing program worth knowing about.
The City of Nanaimo Home Energy Retrofit Financing Program offers eligible homeowners access to up to $15,000 in zero-interest financing to help pay for qualifying energy-efficiency improvements.
Rather than taking out a traditional renovation loan, the financing is repaid over 10 years through the property tax bill. For a homeowner using the full $15,000, that works out to $1,500 per year over 10 years, with no interest charged.
For Nanaimo homeowners already considering renovations, it could be an opportunity to improve the comfort, efficiency and performance of their home while reducing the amount that needs to be paid upfront.
What Home Improvements Can Qualify?
The program isn't intended for general cosmetic renovations. The work needs to improve the home's energy efficiency, reduce emissions or improve its resilience.
Eligible improvements can include:
Adding or upgrading exterior wall, attic or other insulation
Replacing inefficient windows and exterior doors
Improving air sealing and draft proofing
Replacing fossil-fuel heating with an eligible all-electric heat pump
Installing solar panels on qualifying homes
Installing battery storage where solar is already installed
Certain additional improvements may also be eligible when they're required to support the main energy retrofit.
This is particularly interesting for older Nanaimo homes. A renovation can be an opportunity to do more than update how a home looks. Improvements to insulation, windows, air sealing and mechanical systems can significantly change how a home feels and performs.
How Does the $15,000 Zero-Interest Financing Work?
Eligible homeowners can borrow up to $15,000 at 0% interest, with the amount repaid over a 10-year period through the property's taxes.
One interesting difference from a conventional personal loan is that the financing is associated with the property. If the property is sold before the financing has been completely repaid, the remaining payment obligation can transfer with the property, although homeowners also have the option of paying the outstanding balance in full.
The City also encourages homeowners to investigate available rebates and other incentive programs before using financing.
That means homeowners may be able to combine available rebates with the City's zero-interest financing to reduce the upfront cost of a larger energy retrofit.
Who Is Eligible?
There are several requirements homeowners should be aware of.
The property must be located within the municipal boundaries of the City of Nanaimo, property taxes must be in good standing, and applicants must meet the program's household income and property-value requirements.
The current program criteria include a maximum assessed property value of $1.23 million, as well as household income limits based on the number of adults living in the home.
An EnerGuide home evaluation is also required before the retrofit. This assessment looks at how the home currently performs and can help identify where upgrades will have the greatest impact.
Homeowners are also required to participate in the City's free Home Energy Navigator program.
Most importantly, homeowners need to apply and enter into the financing agreement before beginning the renovation work.
You May Be Able to Combine the Financing With Rebates
This is one of the most important parts of the program.
Zero-interest financing doesn't necessarily replace the rebates that may already be available for energy-efficient renovations.
Depending on the homeowner and the improvements being completed, other programs may provide rebates toward things such as heat pumps, insulation, windows, doors and other energy-efficiency upgrades.
The City actually encourages homeowners to investigate available rebates first and then use financing toward eligible remaining project costs.
For someone considering a substantial energy retrofit, combining programs could make a project considerably more achievable.
